Abstract: The Talking Book Program (TBP) empowers Texans with reading, visual, and physical disabilities by providing free access to thousands of accessible books, magazines, and games. Leveraging technology and community dedication, TBP enriches lives through an inclusive library of award-winning titles, fostering a love for learning and reading.

In the vast expanse of Texas, where the spirit is as big as the state itself, a silent revolution is taking place—one that is opening up the world of reading to children and adults facing challenges with reading standard print due to visual, physical, or reading disabilities. The Talking Book Program (TBP) is a free program that is paving the way for those with print and reading disabilities, offering a diverse collection of books and magazines that transcends the limitations imposed by traditional reading methods.

A Haven for Readers Facing Challenges

For those grappling with reading disabilities, blindness, visual impairments, and physical challenges that hinder their ability to engage with standard print, TBP is a lifeline. Although the collection does not include textbooks, it boasts thousands of books suitable for schoolwork. The library spans a rich array of genres, ensuring there is something for every age and interest—from literary classics and fairy tales to poetry, mysteries, sports, science fiction, and biographies.

The inclusion of many award-winning titles, such as those honored with Newbery, Caldecott, Bluebonnet, and Lone Star awards, adds a layer of excellence to the TBP collection. Most materials are sourced from the National Library Service for the Blind and Print Disabled (NLS), a program administered by the Library of Congress. Yet, what truly sets TBP apart is the dedication of Texas volunteers who have recorded hundreds of books related to Texas and the Southwest, along with Spanish-language titles and children’s books, enriching the library’s offerings.

Embracing Technology for Accessible Learning

TBP leverages technology to ensure that literary treasures are accessible to all. Through the NLS Braille and Audio Reading Download (BARD) Mobile app, available on both iOS and Android devices, students can seamlessly download books. The downloadable collection continues to grow rapidly, currently featuring more than 160,000 books and over 70 magazines in audio format. This digital accessibility empowers students to engage with educational and recreational reading in a format tailored to their needs.

A Window to the World

In addition to books and national magazines, the Talking Book Program has extended its offerings to include accessible games, enriching the reading experience for students. Items such as braille and tactile playing cards, Connect 4, Bananagrams, Shut the Box, and more are featured in the collection. TBP understands that reading is not solely for academic purposes; it also acknowledges the value of recreational reading and the joy it brings. Furthermore, TBP provides large print and braille books, including options that are braille-only and some that feature both print and braille. Upon registration, patrons are provided with information about available books, magazines, and games, ensuring they have a wide array of options to explore and enjoy. 

Empowering People with Disabilities Since 1931

TBP, a division of the Texas State Library and Archives Commission, has been at the forefront of serving Texans with disabilities since 1931. Texas was one of the pioneering states to join NLS. The program’s commitment to inclusivity extends beyond the physical realm, with services available both at home and in the classroom, providing students the flexibility to learn in environments that suit their needs.

The Talking Book Program is not merely a library; it is a gateway to new worlds, fostering a love for reading and learning among students and adults who face reading disabilities. With its ever-expanding collection, commitment to inclusivity, and embracement of technology, TBP continues to be a beacon of hope seeking to overcome the barriers presented by traditional print.
