ESSENTIAL JOB FUNCTIONS

  • Provides or assigns statewide technical assistance upon request by Independent School Districts (ISDs) and Education Service Centers (ESCs) regarding educational services.
  • Develops and implements long and short-range plans for the provision of statewide technical assistance, including an ongoing and systematic evaluation system.
  • Supervises a staff of statewide technical assistance professionals including teachers of students with visual impairments; Certified Orientation and Mobility Specialists; deafblind education consultants, early childhood consultants, Assistive Technology consultants, transition consultants, Family Engagement consultants, media specialists, APH Registration and Quota Funds specialists, ASL interpreters, and administrative support personnel.
  • Develops and maintains highly active collaborative relationships with the ESCs, Texas Education Agency, and other organizations engaged in regional and statewide systems for the provision services.
  • Coordinates and oversees the development and monitoring of the contracts with Texas Tech and Stephen F. Austin State Universities for the training of teachers of students with visual impairment and Orientation and Mobility Specialists, including oversight of the statewide Personnel Preparation Advisory Group.
  • Coordinates with TEA on the Texas Education Action Committee comprised of statewide stakeholders involved with the provision of services to students who are blind, have low vision, or are deafblind.
  • Establishes formal contacts with other agencies and organizations serving students who are deafblind, blind, or have low vision for purposes of mutual support and assistance.
  • Collaborates with ESCs and others in the planning and implementation of statewide training opportunities for professionals and families.
  • Manages the state Deafblind Project, including the development of the grant proposal submission, implementation of the Project’s initiatives, collection of data on the Project’s performance, and final reporting to OSEP.
  • Oversees the development of resources and media products used statewide for informational and training purposes.
  • Oversees programs and services designed to support families and family organizations.
  • Collects and organizes data on the performance of the Outreach Department for reporting to TSBVI Board of Trustees and the state legislature.
  • Travels at least monthly (10%) across the state to provide assistance or collaborate with ISDs, ESCs, and other stakeholders.
  • Serves on the TSBVI Executive Management Team dealing with school-wide business.
  • Provides periodic written and verbal reports to the TSBVI Board of Trustees regarding the Outreach Department and other statewide issues of interest to the Trustees.
  • Attends work regularly in accordance with TSBVI leave policy and procedure.
  • Complies with all agency policies, procedures and handbooks.
  • Performs related work as assigned.

MINIMUM QUALIFICATIONS

  • Master’s Degree in Special Education or Education Administration or related field (College or university transcript(s) required at time of hire).
  • Strong evidence of engagement and leadership in the area visual impairment, individuals who are deafblind, or related fields ..
  • Excellent verbal and written communication skills
  • Excellent skills in public relations and community engagement.
  • Willingness to travel statewide and nationally as needed.
  • Background as a Teacher of the Visually Impaired or Certified Orientation and Mobility Specialist, especially with service delivery in the public school system.

PREFERRED QUALIFICATIONS

  • Experience in the development and management of budgets.
  • Experience with grant writing and grant program management.
  • Experience in working with stakeholders on statewide and/or national initiatives.
  • Experience in developing long and short-range plans.
  • Experience in working with families of students who are visually impaired or deafblind.
  • Knowledge of the special education system in Texas.
  • Experience in the development and implementation of training initiatives, including workshops, webinars and distance media, conferences, and study groups.
  • Experience with developing public opinion through the provision of information.
  • Strong evidence of commitment to the field through involvement with professional and advocacy organizations concerned with students who are visually impaired or deafblind.
  • Experience with developing programs or initiatives designed to improve outcomes for students who are visually impaired or deafblind, including the professionals who support them.
  • Knowledge of special education laws and regulations.
  • Experience as a mediator and problem solver in situations where conflict exists between parents and school districts.
