Obtain proposal(s) for wireless cell phone service with Internet Access capability for the Texas School for the Blind and Visually Impaired. This service will provide Health Center Nurses, Travel Chaperones, Residential Managers, and other Instructional staff communication resources to improve communication and coordination in the service delivery to students with visual impairments. A high proportion of TSBVI students have IEP curriculum goals for community-based instruction, and in this instructional setting communication is a critical health and safety issue due to our service to medically fragile and/or emotionally disturbed children.

General Specifications

Provide wireless services as described below:

  • Calling plans for 50 smartphones to be provided via pooled minutes. Pooled minutes for the 50 smartphones should not be less than 12,000 minutes per month.
  • The fifty calling plans should have e-mail and Internet access capability.
  • Service Plan should have all services covered under one account number for E-Rate funded services.
  • Service must have acceptable clarity and coverage inside buildings on the school’s campus.
  • Service provider must provide written information detailing the quality of service to be expected on the service provider's cell phone transmission network.
  • Service Plan to include a minimum declaration of off-peak time.
  • Service plan to provide Caller ID service to each line.
  • Service Plan should not charge for roaming or long distance fees for cellular usage regardless of caller location or call destination within the State of Texas.
  • Service Plan should provide priority access capabilities on select handsets for public safety purposes.
  • Service Plan should provide numeric, alphanumeric, and two-way paging capabilities on the handset.
  • Service Plan should provide native word recognition software in the handset to lessen need to type multiple keys for a single word or letter in a message.
  • Service Plan should provide user the ability to create and modify custom message replies.
  • Service Plan should make available equipment and accessories capable of withstanding extreme environmental conditions that meet military specifications such as MIL-STD 810 C/D/E.
