Essential Job Functions
- Coordinates the maintenance of the procurement database including requisitions and orders merchandise, supplies, and equipment using guidelines, rules, policies, and laws.
- Coordinates and/or prepares, reviews, tracks, and processes purchase orders.
- Determines appropriate Centralized Masters Bidders List vendors to solicit or select state term contract vendors.
- Initiates, approves, and processes emergency purchases.
- Tracks the status of requisitions and prepares, reviews, and tracks purchase orders through to close out. Including processing receipts of purchases.
- Prepares and reviews bids and orders to verify accuracy, terminology, and specifications and distributes bid invitations to vendors.
- Reviews and tabulates bids and orders to determine lowest and best bids or bids that provide best value.
- Coordinate and/or audits invoices and checks for accuracy, receipt of material, and compliance with purchase orders.
- Processes competitive procurements.
- Maintains and reviews various purchasing and procurement reports and records and maintains files.
- Assists with determining operational minimum and maximum inventory levels.
- Assists with negotiating settlement complaints and resolving disputes.
- Assists in monitoring legal and regulatory requirements pertaining to purchasing and procurement.
- Prepares all procurement documents necessary to manage contracts, maintain maintenance and service agreements, and ensure vendor compliance.
- Ensures the agency Historically Underutilized Business (HUB) goals are met and attends economic opportunity forums as needed.
- Communicates with requesters, accounting, and vendors to ensure timely delivery of goods and services.
- Confers with management and advises them of the status and progress of procurements.
- Works cohesively with other Departments internal to the Business Office, campus wide, external customers, contractors, vendors and other State Agencies.
- Attends work regularly in accordance with TSBVI leave policy.
- Complies with all agency policies and procedures.
- Performs related work as assigned.
Minimum Qualifications
- Graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a related field is generally preferred. Experience and education may be substituted for one another.
- Minimum of three (3) years of experience in purchasing/contracting.
- Experience with State Issued Payment Card management.
- Knowledge of state procurement guidelines and methodologies.
- Experience using Microsoft Office applications to include Word and Excel.
Preferred Qualifications
- Texas Contract Developer Certification (CTCD) or equivalent (CTPM) or able to achieve within six (6) months of hire date. Continued employment (beyond 6 months) is contingent on obtaining this certification.
- Experience with Centralized Accounting and Payroll/Personnel System (CAPPS).
