ESSENTIAL JOB FUNCTIONS
- Oversees the operations of the Human Resources Division; including budget development and monitoring, personnel administration, selection and placement, classification and staffing, employee relations, training and development, teacher certification, contracts and salary, evaluations, criminal history review (CJIS), E-Verify and I-9 paperwork.
- Manages Human Resource staff to include assigning, supervising and evaluating the work of others.
- Identifies problems, evaluates alternatives, and implements effective HR solutions while maintaining compliance with relevant federal and state laws and regulations. Develops HR communication and consults with stakeholders as needed.
- Plans, develops, reviews, revises and implements human resources policies, procedures, handbooks, forms, etc. Reviews and monitors procedures, rules, and regulations relating to human resources and the Texas Education Code and works with the General Counsel to ensure the School’s compliance.
- Provides direction, guidance and assistance to employees and management in employee relations matters to include mediation, investigations and employee grievances.
- Reviews documentation and support for personnel actions. Ensures complete and consistent human resources documentation, including but not limited to documentation of corrective actions.
- Prepares annual teacher and related services contracts, determines daily rates based on comparable positions at Austin Independent School District and calculates monthly pay rates.
- Works with the Board of Trustees to recruit, select and hire the Superintendent and internal auditor.
- Reviews or conducts special investigations, responds to audits and identifies plans to close any identified gaps.
- Prepares special reports (e.g., Workforce Plan for the agency’s strategic plan, recruitment plan), develops and establishes goals and objectives consistent with the agency’s strategic plan.
- Represents the School with other entities (e.g., Texas Workforce Commission, the State Office of Risk Management, the Texas Comptroller of Public Accounts and the Texas State Auditor’s Office).
- Serves as the agency equal employment opportunity (EEO) officer and the ADA Coordinator for Human resources matters.
- Attend work regularly per TSBVI leave policy and procedures.
- Comply with all agency policies, procedures, and handbooks.
- Perform related duties as assigned.
MINIMUM QUALIFICATIONS
- Graduation from an accredited four-year college or university with major course work in human resources management, business or public administration, organizational development, or a related field.
- Five (5) years full-time experience in Human Resources, including supervision of HR staff.
PREFERRED QUALIFICATIONS
- Master’s Degree in human resource or a related field.
- Certified as a PHR, SPHR, SHRM-CP, or SHRM-SCP.
- Experience working in Human Resources at a school or state agency
