GENERAL DESCRIPTION

The role of the Licensed Specialist in School Psychology is to work collaboratively with students, parents, teams of staff members, administrators, medical professionals and local school district representatives in compiling Full and Individual Evaluations; assessing students in the areas of emotional/behavioral, intellectual development and adaptive behavior; and developing effective Individualized Education Programs and Behavior Intervention Plans.  The LSSP consults with and assists teams in solving problems related to student achievement and behavior; and serves as a resource and trainer regarding special education evaluation regulations and rules.

ESSENTIAL JOB FUNCTIONS

  • Participates in training in foundations of visual impairment as well as evaluation techniques specific to students with visual and multiple impairments
  • Works closely with assigned mentor to learn best practices for assessing students with visual and multiple impairments
  • Compiles re-evaluation information for student Full and Individual Evaluations using methods and adaptations needed for students with vision loss and severe impairments
  • Conducts evaluations relating to educational achievement, intellectual functioning, and adaptive behavior
  • Writes reports of evaluation results and interpretations
  • Consults with instructional staff regarding test interpretations and recommended teaching strategies
  • Communicates evaluation results in jargon-free manner to parents
  • Participates in IEP Planning Meetings, IEP Committee Meetings, and other team meetings as assigned; leads discussions on evaluation at these meetings
  • Conducts training regarding evaluation, disability conditions or other areas
  • Demonstrates knowledge of and remains current in state and federal laws, policies and procedures regarding evaluation; continues professional growth and development

MINIMUM QUALIFICATIONS

  • Master’s degree in psychology with Licensed Specialist in School Psychology credential from the Texas State Board of Examiners of Psychologists OR Texas Diagnostician certification [Applicant selected for hire will be required to submit a copy of all college or university transcripts]
  • Skill in working well as a team member and with diverse groups of students, parents and staff members in direct service delivery and consultation
  • Must be available during the evening or weekend for emergency interventions on an infrequent basis

PREFERRED QUALIFICATIONS

  • Experience assessing students with visual and multiple impairments in a public school setting
  • Experience with data-based decision-making in the development and implementation of Behavior Intervention Plans

ESSENTIAL JOB FUNCTIONS

  • Examines and analyzes management operations, internal control structures and systems, and accounting records for reliability, adequacy, accuracy, efficiency, and compliance with legal regulations
  • Recommends changes in business processes, information systems, and accounting or management practices
  • Facilitates the annual risk assessment update process to identify and prioritize agency activities and risks associated with those activities. Develops and maintains a list of management control activities associated with each risk identified
  • Develops an annual Internal Audit Plan for Board review and approval, using risk assessment techniques that identifies individual audits to be conducted during the year, including required (e.g., PFIA and ANE audits) and other periodic audits of the agency’s major systems and controls (e.g., accounting systems and controls, administrative systems and controls, and electronic data processing systems and controls)
  • Audit planning: Defines audit issues by researching specific topics through interviews, document reviews, evaluating prior audit findings, and other research techniques.  Develops audit objectives and project procedures and deliverables for each individual audit engagement
  • Audit implementation: Conducts audit procedures such as data gathering, data review and analysis, document review, verification and criteria development for compliance testing ensuring timely reporting and submission
  • Audit reporting: Prepares individual audit reports including the preparation of outlines, preparation of draft reports, review of the drafts with the clients, preparation of final reports incorporating comments as appropriate and submission of the final reports to the Board for review and approval.  Approved reports are subsequently submitted timely to oversight agencies in accordance with the Internal Auditing Act and the Board is copied on all submittals
  • Audit Quality Control: internal review of audits for completeness, compliance with standards; uniformity in method; and adherence to statutes, departmental rulings, and legal decisions
  • Audit Follow Up: Conducts post audit assessments and routine follow up on open recommendations and quality control procedures.  Maintains a tracking mechanism for prior audit recommendations that are still open or in the process of implementation.  Reports to the Board periodically on the status of open recommendations
  • Conducts quality assurance reviews in accordance with professional standards as provided by Section 2101.011 and periodically takes part in a comprehensive peer review
  • Ensures that external Quality Assurance Reviews are conducted every 3 years

ESSENTIAL JOB FUNCTIONS

  • Plans with other members of the Outreach team and TSBVI staff to provide comprehensive support to local schools and agencies who serve students with visual impairment and deafblindness
  • Assists Education Service Center and local administrators with the design and implementation of O&M programming in in the home, school and community as required by IDEA
  • Provides technical assistance to local direct service providers with respect to particular students
  • Plans and conducts workshops and other training experiences for professionals
  • Designs and maintains an O&M portal for new COMS on the TSBVI Outreach webpage
  • Consults with families of students with visual impairments regarding orientation and mobility issues
  • Participates with other members of the Outreach team and other TSBVI staff in the development and implementation of statewide conferences and training on education of students who have visual impairments and/or additional disabilities
  • Develops and/or collects and maintains appropriate materials that may be used in consulting, providing technical assistance, assisting parents, or other aspects of the duties of the position
  • Attends work regularly in accordance with TSBVI leave policy
  • Complies with all agency policies and procedures
  • Performs related work as assigned

MINIMUM QUALIFICATIONS

  • Graduation from an accredited four-year college or university [Applicant selected for hire will be required to submit a copy of college or university transcript(s)]
  • Certified by the Academy for Certification of Vision Rehabilitation and Education Professionals as an O&M Specialist [Copy of certificate required at time of interview]
  • Five years full-time experience as an O&M Specialist working with students in public schools
  • Extensive organizational, interpersonal and presentational skills
  • Skill in working successfully with professionals, paraprofessionals, parents, local schools and other agencies

PREFERRED QUALIFICATIONS

  • Expertise with assistive technologies for use in O&M training
  • Experience using distance learning technologies, including webinars, videoconferencing, web-based products, blogs and/or social networking
  • Teacher certification in visual impairment, deaf and hard of hearing, deafblindness, or speech/language
  • Experience using distance learning technologies professionally such as webinars, videoconferencing, web-based postings, and / or social networking

What Is The Texas School For The Blind And Visually Impaired?

TSBVI serves as a special public school in the continuum of statewide placements for students who have a visual impairment. Students, ages 6 through 22, who are blind, deafblind, or visually impaired, including those with additional disabilities, are eligible for consideration for services on the TSBVI campus through Comprehensive Programs or Short Term Programs.  The TSBVI Outreach Programs serve as a statewide resource to parents of these children and the professionals who serve them, from birth through transition from school.

The other major divisions of TSBVI are:

  • School and Student Services (student admissions and records);
  • Business, Operations and Technology (budgeting, accounting, purchasing, payroll, supply warehouse, maintenance, food service, security, transportation, duplication and technology); and
  • Executive Administration (superintendent's office, human resources, curriculum, legal, internal audit and risk management).

ANNUAL TERM OF EMPLOYMENT

The TSBVI calendar is based on the school year. Depending on their positions, employees work either year-around or while school is in session only. The regular school year extends from mid-August through late May; then, in the months of June and July, TSBVI operates a number of special summer programs of varying lengths and types. Employment in those programs is based on student enrollment and is not guaranteed. For employees whose jobs do not permit them to work when school is not in session, part of that time off may be covered by annual leave (vacation) earned but not used during the school year, but the majority of the time off is leave without pay. It is important to note that accepting employment at TSBVI may mean having significant amounts of leave without pay each year, depending on your position.

HOLIDAYS & SCHOOL CLOSURES

Texas School for the Blind and Visually Impaired is a state agency but also operates as a school district.  Therefore, we hire 12 month and 9.75 month state classified and School contract employees.   Because our calendar is based on the school year, we observe a different holiday schedule than most other state agencies and other independent school districts. Based on this, the days’ employees have off for state holidays and even during the school year vary based on the position and program/area worked.

Direct Care Department Staff (e.g., Teachers, Teacher Assistants, Residential Instructors):

  • Most direct care department staff are 9.75 month employees and follow the TSBVI school calendar which may result in working on a state holiday.
  • In addition, because the total number of school closure days usually exceed the number of state holidays by several days in any given year, classified employees must use annual or other paid leave to make up the difference or take the time as leave without pay if/when paid leave is exhausted. 

Administrative type positions (e.g., Administration, Business Office):

  • The majority of classified administrative type employees work on state holidays when the school is open as well as work during school closures.  

Classified employees (excludes contract and substitute employees) required to work on a state holiday will earn holiday comp time to be used on a future date. 

If newly employed to the state, annual leave (vacation) may not be taken until the employee has been employed with the state for six continuous months. Holiday time and sick time are still available.

BENEFITS

All TSBVI employees become members of the State of Texas Employees Retirement System which results in an automatic monthly payroll deduction of 9.5% contributed toward eventual retirement benefits. Employee contributions are refunded if employment terminates before retirement is reached.

A selection of health care plans and various forms of optional insurance are available to our employees and their dependents.

The State's contribution to employees' insurance premiums is sufficient to cover the cost of health insurance for full-time employees (30 hrs /week) with no dependents. Part-time employees (less than 30 hrs/week) pay 50% of their health insurance premium. For benefits purposes only, a full-time employee is an employee who is regularly scheduled to work at least 30 hrs/week.

Full-time employees (40 hrs/week) earn paid sick leave at the rate of 8 hours per month and at least 8 hours of annual leave (vacation) per month. Earned leave is pro-rated for part-time employees (less than 40 hrs/week). The amount of annual leave earned monthly increases with the length of state service.

These and other optional benefits will be explained fully to applicants who are offered and accept employment.

NOTE: Some of the above information about leave and holidays will vary somewhat for contract employees (primarily teachers).
