She advances a seven component program, including definitions, a philosophy of low vision, theortical constructs, a flow chart of professionals involved with instructions, goals, curriculum, and an evaluation system. Recommendations are offered for each of these components. It is emphasized that each education or rehabilitation system that provides low vision services should develop a program that will incorporate these components and will serve its population of children and adults.
