GENERAL DESCRIPTION

The Time and Leave Specialist performs detailed, time-sensitive, review and recording of employee time and leave data. The Time and Leave Specialist is responsible for managing employee time records and assisting the Benefits Coordinator with a variety of tasks in support of benefits administration.  Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL JOB FUNCTIONS

  • Responsible for all aspects of leave accounting for all employees
  • Reviews time and leave entries in GHG/CLOCKWISE to verify accuracy
  • Reviews Payroll Exception Notices (PENS) to verify accuracy of overtime, comp time and leave without pay (LWOP) and forwards to payroll for processing
  • Coordinates with timekeepers and employees on corrections to time and leave
  • Enters special leave data, accrual rates and other leave information in USPS
  • Uploads/downloads leave information between GHG/CLOCKWISE and Uniform Statewide Payroll/Personnel System (USPS)
  • Reviews error reports from USPS and makes corrections in GHG/CLOCKWISE and USPS
  • Reconciles LWOP transactions in USPS with entries in GHG/CLOCKWISE
  • Orders, receives and audits monthly Leave Balance Reports and distributes to timekeepers
  • Provides assistance to timekeepers regarding laws and regulations related to timekeeping
  • Coordinates with Payroll Accountant regarding pay adjustments related to leave, overtime and extra hours
  • Organizes and maintains filing system for all employee time and leave records and reports
  • Completes various records-related projects, such as auditing and purging, as assigned
  • Assists employees and timekeepers with resetting passwords in GHG/CLOCKWISE and the Employee Information System (EIS)
  • Assists Benefits Coordinator as needed, including backup for employee benefits questions and worker’s compensation reporting

MINIMUM QUALIFICATIONS

MINIMUM QUALIFICATIONS 

** Applicants who meet all the minimum qualifications with the exception of the current CDL, Texas School Bus Driver Safety Training and Air Brake Certification may be considered on the condition that they obtain the required training and certification within the first two months of employment. 

  • High school graduation or equivalent
  • One year full-time professional driving or closely related experience; may substitute 30 college credit hours (one year) from an accredited college or university for required experience
  • Texas Commercial Driver License Class A or B, including a good driving record [Copy of Texas Commercial Driver’s License required at time of interview] ***If the route duties can be fulfilled using an AB mini bus, then the applicant has two months from date of hire to obtain a full CDL Class A or B.
  • Must have or be willing to obtain Texas School Bus Driver Safety Training Certificate which requires a physical exam before driving
  • Must have or be willing to obtain Air Brake certification
  • Must be able to speak, read and write English
  • Must have a work reference available by phone during regular business hours
  • Pre-employment alcohol and drug testing is required

PREFERRED QUALIFICATIONS

  • Current air brake and passenger endorsement
  • Experience with commercial or public transportation and working with children with disabilities

ESSENTIAL JOB FUNCTIONS

  • Requisitions and orders merchandise, supplies, and equipment using guidelines, rules, policies, and laws 
  • Determines appropriate Centralized Masters Bidders List vendors to solicit or select state term contract vendors
  • Initiates, approves, and processes emergency purchases
  • Prepares, reviews, and tracks purchase orders
  • Prepares and reviews bids and orders to verify accuracy, terminology, and specifications
  • Prepares and distributes bid invitations to vendors
  • Reviews and tabulates bids and orders to determine lowest and best bids or bids that provide best value
  • Audits invoices and checks for accuracy, receipt of material, and compliance with purchase orders
  • Processes competitive procurements
  • Processes receipts of purchases
  • Tracks the status of requisitions and purchase orders
  • Maintains and reviews various purchasing and procurement reports and records and maintains files
  • Assists with determining operational minimum and maximum inventory levels
  • Assists with negotiating settlement complaints and resolving disputes
  • Assists in monitoring legal and regulatory requirements pertaining to purchasing and procurement
  • Prepares all procurement documents necessary to manage contracts, maintain maintenance and service agreements, and ensure vendor compliance
  • Ensures the agency Historically Underutilized Business (HUB) goals are met and attends economic opportunity forums as needed
  • Communicates with requesters, accounting, and vendors to ensure timely delivery of goods and services
  • May train others
  • Attends work regularly in accordance with TSBVI leave policy
  • Complies with all agency policies and procedures

SUPERVISOR

MINIMUM QUALIFICATIONS

  • Experience in the purchasing and procurement of goods and services
  • Graduation from an accredited four-year college or university with major coursework in business, public administration, or a related field is generally preferred. Experience and education may be substituted for one another
  • Knowledge of purchasing and procurement methods and procedures, of state procurement principles and practices, of assigned commodities and products on the open market, of supply sources, and of the principles of business administration and accounting
  • Knowledge of state purchasing laws and experience with the Department of Information Resources contracts, Comptroller of Public Accounts term contracts/Smartbuy System, TXMAS contracts, Texas Industries for the Blind and Handicapped contracts, Texas Correctional Industries contracts, and HUB program
  • Government purchasing experience in information technology and facility services/maintenance, to include construction projects
  • Ability to manage, and complete multiple assignments.Desire strong verbal and written skills and experience working in teams and customer service
  • Skill in problem solving and in the use of a computer and applicable software
  • Ability to perform arithmetical computations, to evaluate bids, to develop methods and procedures for locating supply sources, to maintain a system of record keeping, to maintain effective working relationships with vendors and suppliers, to communicate effectively, and to train others

PREFERRED QUALIFICATIONS

  • Experience in Procurement Card management
  • Experience in cellular service hardware and service management
  • Certification as a Certified Texas Purchaser (CTP) or Certified Texas Purchasing Manager (CTPM) or able to achieve within six (6) months of hire date
