What Is The Texas School For The Blind And Visually Impaired?

The Texas School for the Blind and Visually Impaired (TSBVI) is the only special school for the blind and visually impaired students in Texas and functions both as a state agency and an independent school district. We serve students who are visually impaired only, visually impaired with other disabilities and deafblind. The School offers both Comprehensive (school-year length) and Special (short-term) Programs. Each of these Programs is directed by a principal who supervises the instructional staff (teachers, related services professionals and support personnel). Also reporting to the Principal of Comprehensive Programs are two residential directors who supervise all of the staff who provide the care, activities and instruction of students during non-school day hours.

Besides Comprehensive and Special Programs, the other major divisions of TSBVI are: School and Student Services (student admissions and records, the Health Center, community development and the Learning Resource Center); the Business, Operations and Technology Division (budgeting, accounting, purchasing, payroll, supply warehouse, maintenance, food service, security, transportation, duplication and technology); and Executive Administration (superintendent's office, human resources, curriculum, legal, internal audit and risk management).

THE APPLICATION AND HIRING PROCESS

TSBVI uses the standard State of Texas employment application. You may pick up a copy of this application at our school or download from the Current Job Vacancies and Application Information page on our website.

Persons seeking employment at TSBVI may normally only submit an application in response to a specific, currently posted position. The exception to this is for high-demand, low-supply positions, such as Nurse or Teacher with Visually Impaired or other relevant special education certification, for which we accept applications at all times. Otherwise, we do not accept applications to be placed "on file". Also, we require that you submit multiple applications if you wish to be considered for more than one position. These rules allow us to process, route, and track applications in the most timely and efficient manner, thus serving you as well as our department supervisors better.

Since the State of Texas application is not customized for agency, we would like to call your attention to one item in particular. When the application asks you to list your "special skills and qualifications," it give examples concerning office machines, computers and so forth. We would encourage you to also indicate the skills or experiences you have had which relate to working with individuals with visual impairments.

When job vacancies occur, notices are posted here on campus and on our website (Current Job Vacancies). They are also sent to the Texas Workforce Commission to be included on the Work In Texas website and a variety of other agencies and organizations appropriate to the vacant position. Depending on the position and the anticipated size of the applicant pool, positions may also be advertised in the newspaper. Normally, positions are posted internally to invite in-house applicants five days prior to being advertised to the public. If the position is not filled internally, it will remain open for at least another five days, or until a sufficient applicant pool exists.

As applications are received in the Human Resources Office, we screen them to ensure that they meet the position's minimum qualifications and then forward qualifying applications to the interviewing supervisor on a daily basis. Some supervisors prefer to begin interviewing immediately while others wait until all applications have been received. In either case, you will be contacted by the department supervisor if you are selected for an interview. You are welcome to call us to check the status of the position, but once the applications leave the Human Resources Department, it is up to the supervisor to begin the interviewing and selection process. Once the supervisor has completed interviewing and identified the applicant of his or her choice, that choice will be reviewed by the head of that department, the Director of Human Resources, who serves as the Equal Employment Opportunity Coordinator, and the Superintendent. Once a final selection has been approved, the successful applicant will be contacted by phone and those applicants who were interviewed, but not selected will be notified by letter.

ANNUAL TERM OF EMPLOYMENT

The TSBVI calendar is based on the school year. Depending on their positions, employees work either year-around or while school is in session only. The regular school year extends from mid-August through late May; then, in the months of June and July, TSBVI operates a number of special summer programs of varying lengths and types. Employment in those programs is based on student enrollment and not guaranteed. For employees whose jobs do not permits them to work when is not in session, part of that time off may be covered by annual leave (vacation) earned but not used during the school year, but the majority of the time off is leave without pay. It is important to not that accepting employment at TSBVI may mean having significant amounts of leave without pay each year, depending on your position.

HOLIDAYS

Because our calendar is based on the school year, we observe a different holiday schedule than most other state agencies. Students go home and the school is closed for four days at Thanksgiving, two weeks at Christmas, and one week at Spring Break. Because the total number of these holidays usually exceeds the number of state holidays by several days in any given year, employees must use annual or other leave to make up the difference. Employees who do not have adequate leave to cover the excess of school during state holidays will be placed on leave without pay status and have the appropriate amount deducted from their pay.

BENEFITS

All TSBVI employees become members of the State of Texas Employees Retirement System which results in an automatic monthly payroll deduction of 6% contributed toward eventual retirement benefits. Employee contributions are refunded if employment terminates before retirement is reached.

A selection of health care plans and various forms of optional insurance are available to our employees and their dependents. The State's contribution to employees' insurance premiums is sufficient to cover the cost of health insurance for employees with no dependents. Employees earn paid sick leave at the rate of 8 hours per month and at least 8 hours of annual leave (vacation) per month. The amount of annual leave earned monthly increases with the length of state service.

These and other optional benefits will be explained fully to applicants who are offered and accept employment.

NOTE: Some of the above information about leave and holidays will vary somewhat for contract employees (primarily teachers).
