Obtain proposal(s) to sustain the following network service for the Texas School for Blind and Visually Impaired:

Broadband connection for Internet Access to provide students and staff with access to the World Wide Web. Current service is rated at 1000 megabytes per second. This is our school’s main conduit to the Internet.

General Specifications

  • Must be compatible with school's existing Cisco network routers and switches
  • Provide for the routing of TCP/IP protocols
  • Provide content filtering as a part of the service

Performance Considerations

Each company offering a proposal must be prepared to provide the following information:

  • Provide number of resident technicians in the Austin area and the average per-call response time
  • Type of content filtering provided as part of the service
  • Number of existing circuits supported and list of contact references
  • Document performance expectations for disaster response and recovery time
  • Amount of local inventory maintained
  • Number of employees available for implementation support
  • Number of locally available design consultants
  • Document company solvency and provide samples of billing presentation
  • Number of years experience as service provider in Texas
  • Certification of good standing
  • Location of company headquarters
  • Number of employees in Texas

Objective

Obtain proposal(s) for wireless cell phone service for the Texas School for the Blind and Visually Impaired. This service will provide Health Center Nurses, Travel Chaperones, Residential Managers, and other Instructional staff communication resources to improve communication and coordination in the service delivery to students with visual impairments. A high proportion of TSBVI students have IEP curriculum goals for community-based instruction, and in this instructional setting communication is a critical health and safety issue due to our service to medically fragile and/or emotionally disturbed children.

General Specifications

Provide wireless services as described below:

  • Calling plans for 120 cell phones to be provided via pooled minutes. Pooled minutes for the 120 cell phones should not be less than 35,000 minutes per month.
  • Service Plan should have all services covered under one account number for E-Rate funded services.
  • Service must have acceptable clarity and coverage inside buildings on the school’s campus.
  • Service provider must provide written information detailing the quality of service to be expected on the service provider's cell phone transmission network.
  • Service Plan to include a minimum declaration of off-peak time.
  • Service plan to provide Caller ID service to each line.
  • Service Plan should not charge for roaming or long distance fees for cellular usage regardless of caller location or call destination within the State of Texas.
  • Service Plan should provide priority access capabilities on select handsets for public safety purposes.
  • Service Plan should provide numeric, alphanumeric, and two-way paging capabilities on the handset.
  • Service Plan should provide native word recognition software in the handset to lessen need to type multiple keys for a single word or letter in a message.
  • Service Plan should provide user the ability to create and modify custom message replies.
  • Service Plan should make available equipment and accessories capable of withstanding extreme environmental conditions that meet military specifications such as MIL-STD 810 C/D/E.

Objective

Obtain proposal(s) to sustain:

High-speed fiber optic cable access to IntraLata PVC rated at 1.25 Gbps.

Multiple data and circuit switched T-1 connections for video conferencing via fiber optic cable to support statewide distance education and workshops for students and instructional staff.

General Specifications

  • Provide network capacity equivalent of a Gigaman connection (rated at 1.25 Gigabits/per second)
  • Connect existing TSBVI Cisco equipment to new network functions and capacities
  • Provide capacity for TSBVI Cisco PBX system to private (Texas) networked IP phone connections
  • Provide for the routing of multiple protocols for future expansion and circuit consolidation

Performance Considerations

Successful provider must be prepared to provide the following information:

Objective

Local telephone service should be provided to Cisco PBX and Cisco IP phones via a SIP Trunk and two 23-channel PRI T-1 connections.  Vendor should also be able to provide copper analog phone lines for up to 50 analog fax machines.

Objective

Obtain proposal(s) to provide long distance telephone services for the Texas School for the Blind and Visually Impaired

General Specifications

Long Distance services consist of Outbound (Intralata, Intrastate, Interstate, and International) and Inbound (Toll Free services (800/888)) voice services.

The Texas School for the Blind and Visually Impaired requires off-net to on-net calling.

Individual per-minute prices should be submitted for the following service usage:

Outbound Services: Intralata, Intrastate, Interstate, and International

Inbound Services: off-net to on-net, Dedicated 1-800 (non-featured), Dedicated 1-800 (featured), Switched (1-800)

International: Mexico dedicated, Mexico switched, United Kingdom dedicated, United Kingdom switched, France dedicated, France switched, Germany dedicated, Germany switched

The following Request for Proposal information is provided to assist vendors. 

The seven RFP documents correspond to form 470 requests that have been filed with the Schools and Libraries Corporation (SLC) and should be available for review in the provider area. 

The intention of the Texas School for the Blind and Visually Impaired is to receive discounts for these proposed goods and services from the Telecommunications Tariff rebate program known as Erate.

Objective

Obtain proposal(s) to sustain current 3 Megabit/per second T-1 service for public access to the Texas School for the Blind and Visually Impaired's public web site (www.tsbvi.edu).

General Specifications

  • Must be compatible with school's existing Cisco network routers and switches
  • Provide for the routing of TCP/IP protocols
  • Must reliably provide a data transmission rate equivalent to two 1.5 Mbps T-1 Lines. Two 1.5 Mbps T-1 Lines are currently in service to equal 3 Mbps.
