On December 3, 2004, President Bush signed into law the Individuals with Disabilities Education Improvement Act (IDEA 2004) Amendments of 2004, which contain many changes to the federal law pertaining to the education of students with disabilities. On August 14, 2006, the United States
Department of Education, Office of Special Education Programs, published related federal regulations. These regulations became effective on October 13, 2006. As a result of the changes to the federal special education law and regulations, 19 TAC Chapter 89, Adaptations for Special Populations, Subchapter AA, Special Education Services, was amended to reflect these changes in order to ensure school district compliance with new procedural and reporting requirements.
